We are seeking a Consultant to join our growing Canadian team. In this role, you will operate at the intersection of research, economic analysis, strategy, and innovation, helping shape compelling value propositions and delivering meaningful outcomes for our clients.
This position involves conducting mixed-methods research, performing in-depth economic and policy analysis, and synthesizing data into actionable insights and high-impact deliverables, such as strategic reports and white papers. To thrive in this role, you’ll need to be intellectually curious, resourceful, and comfortable navigating complex or ambiguous environments.
Research & Insights
Design surveys, interviews, and workshop materials to gather original insights.
Conduct primary and secondary research (e.g., literature reviews, trend analysis) to support strategic initiatives.
Monitor and interpret emerging technologies, industry trends, policy developments, and innovation priorities.
Data & Economic Analysis
Clean, organize, and analyze data using both qualitative and quantitative methods.
Apply statistical techniques (e.g., normalization, clustering, cross-tabulations, inferential analysis) to extract insights.
Assess policies and programs, modelling their economic impact (e.g., ROI, job creation, productivity, GDP contributions).
Community & Stakeholder Engagement
Participate in community outreach and support local marketing initiatives.
Collaborate with diverse stakeholders — including policymakers, industry leaders, subject-matter experts, and local organizations.
Assist in facilitating roundtables and delivering presentations.
Strategic Communication & Writing
Produce high-quality written materials: reports, white papers, strategies, and thought leadership content.
Ensure outputs are accurate, insightful, and aligned with client needs.
Team Collaboration
Work closely with interdisciplinary teams across geographies and time zones.
Engage technical subject-matter experts and incorporate their insights into project delivery.
Client Relationships & Brand Development
Build and sustain strong relationships with clients and community stakeholders.
Contribute to Nortal’s positioning as a trusted advisor in the Canadian innovation and public policy space.
Business Development
Support sales and business development efforts by identifying client needs and ecosystem trends.
Contribute to the development of proposals, sales collateral, and marketing content.
5+ years of experience in research, consulting, economics, or a related field.
OCAP certification is required.
Demonstrated success in delivering impactful research and consulting projects.
Strong knowledge of research methodologies, data collection, and analysis best practices.
Subject-matter expertise in at least one of the following areas: technology, economic development, labour markets, public policy.
Excellent communication, presentation, and interpersonal skills.
Proven ability to operate in dynamic, fast-paced environments with a high degree of autonomy.
Experience with public sector clients and familiarity with provincial and federal government processes is a strong asset.
Deep knowledge of Nova Scotia’s economy, policy landscape, and community priorities.
Experience in program and policy design or evaluation is an asset.

Actual compensation for all roles will be based upon geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer
