Nortal is seeking a Project Manager to be part of a world-class team of experts in Nortal. You will be responsible for helping to drive various internal operations projects (internal systems, change management, policy adoptions) for Nortal North America and working with the sales team to build RFP responses. As a Project Manager, you are responsible for the successful execution and delivery of projects within predetermined budgetary and timeline constraints. You are obsessed with achieving project goals and ensuring optimal outcomes. You are excellent at learning new domains, understanding and navigating complexity, dealing with imperfection and vagueness, and making compromises to ultimately meet the defined goals. You have excellent people management, stakeholder engagement, vendor(s) management, and communication skills, alongside technical and/or domain understanding of what the project is aiming to achieve. You know how to set up and align new teams to be focused on project goals. You are good at making analytical decisions to navigate project complexity and deliver on time, on budget, and with high quality. 

 

Responsibilities

Project Planning and Execution: 

  • Define project scope, goals, and deliverables in collaboration with stakeholders. 

  • Develop detailed project plans, including timelines, resource allocation, and budget estimates, and follow the Earned Value Management (EVM) methods. 

  • Conduct accurate project forecasting, considering resource requirements, costs, and potential risks. 

  • Monitor project progress, identify potential risks or issues, and take proactive measures to mitigate them. 

  • Conduct regular status meetings with project team members, clients, and stakeholders to provide updates and address concerns. 

Stakeholder Management: 

  • Act as the primary point of contact for stakeholders, understanding their requirements and ensuring their satisfaction throughout the project lifecycle. 

  • Collaborate with cross-functional teams, such as development, infrastructure, finance and operations, to ensure seamless coordination and effective communication. 

  • Foster strong relationships with external vendors and manage their deliverables to align with project objectives. 

Bid Management: 

  • Prepare and drive RFPs: 

    • Bid Strategy Development: Establish and implement bid strategies to secure new business opportunities, ensuring alignment with company goals. 

    • Proposal Management: Oversee the entire bid lifecycle, from opportunity identification through to contract negotiation and handover. 

    • Stakeholder Coordination: Act as the central point of contact for all bid-related activities, ensuring effective communication and collaboration between stakeholders. 

    • Compliance and Risk Management: Ensure that all bids comply with client requirements, industry regulations, and company policies. 

    • Continuous Improvement: Continuously improve bid processes, templates, and methodologies to increase efficiency and win rates. 

  • Assess the feasibility and level of effort of Nortal NA participating in various RFPs by conducting thorough RFP evaluation and facilitating a Go / No-Go decision-making process based on findings. 

  • Lead and collaborate with other experts and project managers to build compelling stories of Nortal experience to elevate our winning chances. 

  • Develop and put together bid materials and project plans to meet the specific requirements of the RFPs. This often includes crafting a description of methodologies, principles, and best practices used throughout the company (global). Key deliverables include compliance matrices, bid response templates, project timelines and milestones, risk management plans, resource allocation plans, technical and commercial proposals, checklists for deliverables, lessons learned documentation, etc.  

Budget and Cost Management: 

  • Develop accurate project cost estimates and manage project budgets effectively. 

  • Track project expenses, analyze budget variances, and implement corrective actions when necessary. 

  • Identify opportunities for cost optimization and efficiency improvements without compromising project quality. 

Quality Assurance and Risk Management: 

  • Develop and implement quality control processes to ensure project deliverables meet established standards and client expectations. 

  • Conduct regular reviews and assessments to identify risks, develop risk mitigation strategies, and monitor their effectiveness. 

  • Address any project-related issues promptly and proactively, minimizing the impact on project schedules and deliverables. 

Project Documentation and Reporting: 

  • Prepare and maintain comprehensive project documentation, including project plans, status reports, change requests, and meeting minutes. 

  • Generate timely and accurate project reports, highlighting key performance indicators, milestones achieved, and areas for improvement. 

  • Present project updates and performance metrics to clients and stakeholders, ensuring effective communication and transparency. 

Qualifications

  • Bachelor's degree in a relevant field (Computer Science, Engineering, or related discipline) 

  • Strong at scope management, risk management, and schedule management 

  • Exceptional English language skills (written and verbal) 

  • Great communications and stakeholder management skills, including negotiations 

  • Proven track record of managing successful bids in complex, multi-disciplinary environments 

  • Understanding of delivery processes and what is applicable when and where 

  • Strong analytical and problem-solving skills, with the ability to anticipate and mitigate risks 

  • Leadership skills, this includes team motivation, conflict management 

  • Understanding of finance processes required to put together profitable business proposals (RFPs) and managing project budgets 

  • Previous experience working in government (US Gov preferred) or running government IT projects 

 

Certifications 

  • APMP (Association of Proposal Management Professionals) certification is an advantage. 

  • PMP (Project Management Professional) or Prince2 certification is an advantage. 

 

Tools and Software 

  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 

  • Experience with Atlassian stack (JIRA, Confluence) 

  • Experience with bid management software or CRM systems (e.g., Salesforce, HubSpot), familiarity with RFP publishing portals (ARIBA, SAM.gov, GovWin, BidNet Direct) is an advantage.
